If anything like the general expansion contemplated
in these statements is carried out it will be necessary to
increase the office staff still further. The Registrar should
then have a secretary on a salary of $6,000 a year. The book-
keeper should have two assis tonts at salaries which combined
would amount to $4,000 a year. There should be a clerk in
charge of the sale of books on a salary of $2,400 a year;
a European cashier on a salary of $6,000; a clerk in charge
of students' records on a salary of $2,400 and a stenographer
for the Vice-Chancellor, in addition to his private secretary,
on a salary of $3,000. The additional annual cost of these
improvements would be $22,300 which means an additional
capital of $400,000. Thus, the office improvements immediately
necessary involve an additional capital of $200,000 with a
further capital of $400,000 if the general expansion scheme
is carried out.
The need of a man of the non commissioned officer
—
type to be in charge of the grounds is being keenly felt.
The capital sum required to cover the cost of such an employee
would be $100,000.
Therefore, the immediate additional capital cost
of putting the University administration into a reasonable
state of efficiency is $300,000 with the ultimate cost of
$500,000.
