I have the honour to submit, for Your

Excellency's consideration, the application of Mr. F. C.

Jankin, of the Bar of this Colony, to be advanced to the

dignity of one of His Majesty's Counsel for Hongkong,

Mr. Jenkin enjoys a practice at the Bar only second in

extent to that of Mr. Eldon Potter, K.C., and during the

time I have presided over the Supreme Court I have had ample opportunity of becoming acquainted with his qualifications. He is a very able man, of large experience in the conduct

of cases, and well principled.

I have the honour to submit Mr. Jenkin's application for Your Excellency's favourable consideration.
