The consideration at "A" would it is true
militate against ever giving silk at all to any
Barrister in Hong Kong but without pressing it as
far as that I think that, the existence of some
K.Cs being a settled institution in Hong Kong, £
bro- practising leaders is a sufficient portion of Silks
in a Colonial Bar consisting of not more than a
total of about 8 members.
I would say that the Secretary of State
regrets that whilst he fully appreciates Mr.
Jenkin's high qualifications he feels unable to
approve the Governor's recommendation, and put it
on the ground indicated in the last three lines of
the despatch.
