With reference to recent conversations on the subject, I have the honour to submit that I am prepared to organise and take command of a Division of the R.N.V.R. in Hongkong.
2. As directed by you, I have had an interview with the Commodore, H.M.S. Tamar, and I concur with the letter which is being forwarded to you by the Commander-in-Chief and whid expresses the outcome of that interview.

With your approval, I propose on my arrival in England in April to discuss with the Admiralty the details of the scheme for raising and running the Division in Hongkong.

As a guide, I would suggest the following details: That two vessels be lent to the Hongkong Government for training purposes; the type to be agreed upon later.

The Commanding Officers, First Fieutenants and Sub-Lieutenants for these vessels to be selected from gentlemen residing in the Colony who have the necessary qualifications for such appoint- ments.
The following Rarks and Ratings to be lent from the Royal Navy for maintenance purposes and instructional" duties:
