I have the honour to submit for your
information the documents 1 to 22 accompanying this
despatch, which have been collected with a view to
defining the part Russian Agents have played in the
development of the existing situation at Canton.
The collection in this form was due to a
request from Lir. O'Malley, newly appointed Counsellor of
Legation at Peking, who broke his journey to North China
at Hongkong to study conditions in the South, for a
statement of the evidence of Russian influence at Canton.
The evidence seems to show that the Government of Canton
derives its strength chiefly from Russian assistance and
intrigue, and that it is dominated by the advice of H.
Borodin and his Russian associates.

The fact of this domination is accepted
generally in South China without hesitation as a matter
beyond doubt: and the extracts from the Canton Gazette
(an official organ of the Canton Goverment) demonstrate
in no uncertain manner the extent to which the Russian
influence pervades the counsels of Canton. The telegrams
Nos.5, 21, and 22 were intercepted in the Colony by the
Cable Censorate and the report on the individual Russians
