With reference to the letter from this Department of the 19th of January, relating to the situation in South China, I am directed by Mr. Secretary Amery to transmit to you, to be laid before Secretary Sir Austen Chamberlain, the accompanying paraphrase of a telegram from the Governor of Hong Kong suggesting, as a result of discussion with Admiral Sinclair, General Luard, Sir J. Jamieson and Mr. O'Malley, steps which might be taken by His Majesty's Government with a view to bringing to an end the anti-British boycott at present in force

at Canton.

2. Mr. Amery would be glad if Sir A. Chamberlain would furnish him with his views on the suggestions contained in this telegram as soon as possible. To a

large extent the suggestions are dealt with in your letter 1/242/1/10 of the 28th of January, which is now receiving
