I am desired by the Secretary of State to refer to your letter of the 15th January regarding constitutional reform in Hong Kong, and to transmit to you the enclosed copy of a letter, which was addressed to the Clerk of the Select Committee on Public Petitione, in connection with the petition submitted for a more re- presentative form of constitution in Hong Kong.
Mr.Amery desires me to add that, in his opinion, any changes would be more inopportune at the present time than when the letter, of which a copy is enclosed, was
written.
