The Staff List gives the date of his appointment
as 3rd September 1923, and his leave has no doubt been
calculated on his service from that date, in which case
something over three months would be about right.
We know that there has been a great shortage of
quarters in Hong Kong, but we do not know the air- cumstances in which he was stationed in Ta‡po», and
could not consider whether he merits exceptional treatment
in the absence of such knowledge.

He la 48 years old. Had he been a younger
man it might have been possible to consider him for
further service if he could satisfy Medical Adviser as
to his recovery to health, but in view of his age
I do not think we should encourage him. But before
considering the question of further employment,we
should I think have the Governors observations on his
statements.
↑ Send (2) and (3) to Governor for report,
drawing attention to the fact that we have not received
the memorial. We might at the same time ask whether
he considers there would be any objection to the
employment of Mr. Mousa in a temperate climate.

ever aware there are very few eats indeed the Coloniee, etc., administered by this Department of which the climate could be called temperate. Nearly all are tropical or semi-tropical. We must have the medical report on which he has been invalided. Then, we shall have to consider it for e, no doubt with the assistance of medical authority here. I find it very difficult to believe that he has been invalided
