That should I wish to leave England even for a short period,

I must go to considerable trouble, and wait sometimes for hours

in the Aliens' Room at the Home Office, before being able to

reobtain my travelling Permit.

That I am obliged to go from time to time to Bow Street

Police Station to register as an Alien, a proceeding that is

distinctly disagreeable to me, who have spent all my life amongst

Britishers and working for British interests.

I put these facts before you, in the hope that you will grant

me some more permanent travelling facilities, that will be

accepted by the consulates of all nations, and also the privelege

of not having to register all my movements as an Alien.

I think I may say, without boasting, that as a pioneer I have

played a considerable part in the up-building of HongKong and

the growth of British interests in the Far-East.

My Dossier in your possession will, I believe, bear out these

statements.
