A 1 JUN 25 I have the honour to acknowledge the receipt of your letter of the 30th May 19607/1985, containing copies of correspondence on the subject of the registration and protection in China of British subjects of Chinese origin.

On the particular point on which my views
are requested, namely the inclusion of a claim to protect Category D of the British subjecte mentioned in the Despatch of the 15th January, eddressed to Sir J.W.R. Macleay, I have taken ady ntage of the presence at home of Mr. J.H. Kemp, the Attorney General of the Colony, to discuss the question with him.
3. Hong Kong's problem appears to differ in
many important respects from the problem facing the Straits Settlements. The views that follow are therefore limited to the position as presented by Hong Kong.

We are of the opinion that the claim to
protect Category D should no longer be put forward. Such a claim, as is point- ed out in the Foreign Office Despatch, No. T.2265/2265/378 of the 10th March, is not consonant with the usual principle applied by His Majesty's Government in other Countries and might quite easily occasion a demand for reciprocation, which it would be most undesirable to concede.
