Consider if you please the position'. Mr. Fletcher has been Assistant Colonial Secretary since 1913 (when the present Colonial Secretary took up his appointment in the Colony and no one else has held that post with the exception of the dates when Mr. Fletcher was on leave. Consider the enormous hold such a state of affairs gives to any Assistant over the rest of his brother officers not only so but it leads to a great deal of undue and wrong interference with other Departments over which an Assistant Colonial Secretary should have no rights or jurisdiction and places the Head of any other Department in an utterly unfair false and unheard of position.

How can the best work and the best good feeling be given under such an amazing and incomprehensible position. The Cadets have no redress for any of their grievances as there always comes a time sooner or later when Mr. Fletcher acts again as Colonial Secretary.

In the year 1920 the Governor wrote a minute to the effect that the post of Assistant Colonial Secretary should not be permanent thus:-

"Permanent appointments to the post of Assistant Colonial

Secretary have been discontinued with effect from 1st

January 1920, the duties being performed by such Cadet Officer as the Governor may from time to time appoint".

One would say if the post be not filled

permanently twelve years is a very long time for the same person to hold it. Besides giving an unfair advantage it

absolutely prevents any other Cadet officer from

qualifying for that particular post as it does not appear to follow the acting post of Assistant Colonial
