I have laid before the Lords Commissioners

of His Majesty's Tre-sury Sir G. Grindle's letter of the 29th instant enclosing a copy of a telegram received from the Governor of Hong Kong setting out the measures which he considers necessary in order to avert a financial crisis in the Colony.

In reply I am to request you to inform Mr. Secretary Amery that it is important that it should be made clear to the Banks to which the Government of Hong Kong propose to give a guarantee that such guarantee is solely that of the Government of Hong Kong and that in no circumstances can H.M.Government accept any liability, even a contingent liability, thereunder.

Mr.Secretary Amery will no doubt

insist that the assistance afforded by the Colonial Government should be strictly confined to commitmente

in the Colony.
