and reduced to a minimun so that in particular (a) the invoices accompanying the
goods should be accepted as sufficient evidence of their nature, weight and/or value,
the necessity of opening cases being thus avoided.
(b) if any examination should be
necessary arrangements might be made to combine this with
examination by the Chinese
Customs authorities at a Common
frontier station.
