With reference to previous correspondence between the Foreign Office and this Department respecting traffic in transit across French Indo-China, I am directed by the Board of Trade to forward, for the information of the Secretary of State, the accompanying copy of a letter which they have addressed to the Foreign Office on the subject together with copy of the Memorandum referred to therein. The Board desire me to request that if Mr. Secretary Amery would desire that any observations should be offered by your Department on the matter at this stage they should be communicated to the Foreign office and to this

Department at an early date.
