Mr.Collins,

Sir R. Ho Tung came in to see me

yesterday and asked me if I would care to have

a copy of a memorandum which he had sent to the

Secretary of State for the Colonies, and of course

I had to say I would.

I send you herewith a copy of the

memorandum which he gave me. I do not think any

action is necessary. I suppose Sir R. Ho Tung

would like to be the men of wealth selected as

the special agent to be sent privately by the British Government to China.
