Addressed to Hongkong.
Chinese government tell me that they are fully
familiar with Chen's movements. On being pressed
they intimated that Chen really had their support.
I do not understand why His Majesty's Government
are concerned in loans which Chinese merchants may
care to make to Chen.
I have not been able to obtain Chinese govern-
ment's assurance that they will guarantee such loans
and I think it unlikely that they will do so.
