PARAPHRASE TELEGRAM from the Governor of Hong Kong to

the Secretary of State for the Colonies,

(Dated 12th September, 1928.)

49

(Received Colonial Office, 2.19 p.m. 12th September 1925.

12th September, Situation in China. Your telegram of 10th Septembar duly received. In my opinion it is highly important that we should show clearly that we hav no feelings of hástility towards China but only towards Bolshevist Goverment in Canton and my view is that Pekin Government should be called on to compel Canton Govern=

ment to put an end to their anti-British activities and should be offered by His Majesty's Government for this

purpose assistance both in money and material. Their

intention to compuse the ruin of Hong Kong has been

openly and consistently proclaimed by the rebel Government. of Canton and the Peking Goverment could justifiably

be given our support in any measures taken against them. A better use for Boxer Indemnity funds còuld hardly be

suggested.

ly second point is that it is essential to cut

off Russian supply of arms to Canton. Failing this ne

substantial measure of success can be expected to attend

the efforts of the various Chinese parties which are

concerting measures against Bolshevist régime. As

a first step towards outting off the supply I suggest that His Majesty's Government should induce Central Government

at Peking to prohibit importation of arms ammunition etc.

other than to their nominees after which steps could be

taken to stop Russian ships at mouth of Canton river.

For this purpose permission should be given to Central

Government to use Hong Kong as a naval base and we should

their

provide armed launches to fly/flag and otherwise assist
