understood by native opinion.

Question of police regulations presents little difficulty and though time will be required to draft regulations suited to local conditions, Council will be willing to announce their intention to publish

these.

If above formula is accepted, we would ask that we may be so informed and that Senior Consul mey receive necessary instructions.
