I have the honour to draw Your Excellency' atten-

tion to the following case which has arisen at wwatow in con-

nection with the refusal of the local Chinese authorities to

recognise the Britian nationality of a certain British sub-

ject of Chinese extraction.

The individual' concerned Mr Yeap eng Koon, wag

bom at Tamsui, Formosa, on July 15th 1876, nis father and grandfather, also British subjects, having been born at Pen-

ang in the Straits Settlements, and his father being at the

time of Mr Yeap's birth in the employ of H.B.M. Consulate

at Tansui, Until recently Mr Yeap eng Koon was registered

and protected by the Britin Authorities ana British subject

in China without any question being raised by the Chinese

Authorities. Last year, however, F.M. Consul at "watow,

owing to some misunderstanding which arose in connection

with the standing instruction, i«ued to H.. Conqula on

thi- qubject, withrew his protection from Mr Yeap and s90

informed the local authorities at swatow, who thereupon

proceeded against Mr Yeap on the charge of having deceived

the Chinese authorities in regard to his nationality and

inflicted upon him a heavy fine. H.M. Consul has since

explained the position in detail to the local authorities

and informed them, und er instructions from H.M. Kinister,

that Mr Yeap eng Koon is recognised by H.M. Govemment as

a British subject entitled to registration and protection as

quch in China. The local Chinese authorities at seatow,

however, continue to refuse to recognise Mr Yeap'a claims to
