Feng's newspaper, the Mine Pao" publishes this morning address delivered by him recently to officers of his army which is so violent that I am asking American Chargé d'Affaires to instruct his Consul at Kalgan to protect British lives and
property.
Telegram which Feng is said to have sent to "Works Weekly" was published yesterday in "Mine Pao" direction of which is in the hands of Eugene Chen,
