Immediately succeeding telegram contains text

of message which is being telegraphed this evening to senior Consul at Shanghai. It cannot be made public until it has been received by municipal council but we hope to publish it and comunicate it to Chinese government on July 3rd. Please note penultimate paragraph (from "in acquainting" to "state of affairs") will not be published in press.

You will observe that we have not recommended transfer of Everson. It was decided that this should be settled privately and I propose to ask His Majesty's Consul-General to arrange for his employment elsewhere. His life is in danger at Shanghal.

Senior Consul is being instructed by senior Minister to communicate our decision to his colleagues and to municipal council with an expression of our conviction that in view of importance and far-reaching character of the situation latter will not oppose our recommendations.

Senior Consul has been told that he may hold out threat of dissolution of council and its provisional replacement by consular administrative commission but only if he considers it indispensable.
