At PRIFE

I have the honour to acknowledge the recoint

of your telegram No.2 of the 30th ultimo, calling,

on behalf of the Secretary of State, for my views

regarding an arrangement made my locumtenens,

whereunder the Government of Hongkong agreed to

contribute certain sums of money for the purpose of

assisting those concerned in the suppression of

piracy in the Canton River Delta, and in reply to

state as follows,

So soon as I returned from leave the arrange-

ment in question came under my notice, and I saw

no reason why the experiment should not be trien,

as, owing to lack of ready money for the purpose

of purchasing coal and supplies, there could be no

prospect of the Chinese effectively cooperating

on land with His Majesty's West River patrol on

the water.

If I read the telegram rightly, the Foreign

Office would appear to be under the impression that

the Hongkong Government grants an unconditional

subsidy to certain Chinese Generals at the rate of

$15.000 per mengen.

Such is not the case there is

only one general
