640 3280/378) of the 22nd January last, I am directed by Mr. Secretary Chamberlain to transmit to you herewith a copy

of a telegram from His Majesty's Chargé d'Affaires at Peking regarding the proposed negotiations with the Chinese Government for a general settlement of the question of the registration and protection in China of British subjects
of Chinese origin.

In paragraph 4 of Mr. Chamberlain's despatch No. 30 of January 15th, a copy of which was enclosed in that letter, Sir R. Macleay was authorised to claim the right to register and protect in China four categories
That authorisation of British subjects of Chinese origin. was given after consideration in this department with the best advice available as to the local conditions prevailing
in China; but in view of the opinion now expressed by
Mr. Palairet on the recommendation of his advisers at Peking, it seems to Mr. Chamberlain desirable that a claim to protect category (d) of the British subjects enumerated in the despatch to Sir R. Macleay of January 15th should
