I am commanded by the Army Council to refer to your letter Yo. F 4407/15/10 of the 7th January 1925, and previous correspondence on the subject of the import of arms into China, and to say that they view with some concern the continued increase in the arrival of arms in that country, the cumulative effect of which appears likely to create a serious menace te the safety of the foreign communities residing there, and may lead to additional military commitments on our part.
