The hour of nine mentioned in the new Traffic
*Regulations will be altered to ten, in conformity "with the old Pans Regulations, and certain other
"alterations, as agreed unon, shall also be in-

The main amendment in the new traffic regulatima
namely the alteration of the hour of closing the gates
from 9 to 10 - was necessary to bring these into line with the old pass regulations; it moreover muggested
itself as desirable. The so-called strike leaders
never troubled even to discuss these regulations, which
they described as of no importance; but the Chairman of the British Municipal Council, at Fr. C. C. Wu's
suggestion, made certain minor alterations. The main points, that the bund after business hours and that
the seats on the bund at all times be reserved for
residents of Shameen, are now definitely recognized.
The amended traffic regulations form enclosure 15 in
my despatch No.146.
