In view of the fact that these negotiations had developed
the nature of smi-official conversations until the 29th they
were treated as confidential and were only communionted to the
uncils on 29th inat. On 30th inst. Er. Chen reported that
unforeseen difficulties had arisen which he hoped would be
OVATO20.
пой
At 7 p.m. on 30th inat. Ifr. Then reported that, though the
difficulties were mitirely, removed, he hoped a settlement would
be rezohot on 31st. However on 31st he informed the Consuls
General that diffimulties in the way of a settlement were serious.
It appears that the strike leaders rwained adamant on the point
of "Reinstatement",
In the meantime innumerable evidennes have man to hand
that the strike is rot and has never been with the strikers, out
in the hands of a small body of extreniats endeavouring to forne
a prevalent in a small plane to apply 13 later in a læger ftola,
and the buncils feel that the matter sheis its economic asport,
and enters the field of the Principles of Overnment, a sub, ant
with which they are not competent to foal,
It may be added that a number of Shameen employena
endeavoured on July 31st to retum to work, but were fb raibly
prevented by the pickets from doing so. Indeed intimidation,
including threats to kill, has from the beginning bom freely
employed. #ithout it, it may safely be asserted, that the
strike would never have was to a head.
In view of their acceptance of the settlement propoundmi
the French and the British Insula, leneral have requested, rot
that the strikers be ordered to return to work, but that the
intimidation and the violence at prevent prantinel and threatened
be suppressed. Those employees who, with a free Voice before
them, still remain away from work, are naturally at liberty lo
please thmselves.
