It will be remembered that when the terms quoted in the
previous statement were given to the Delegates they did not,
except tacitly, accept the terms other than those dealing with
the Police, but merely rejected the "Police" term. But it mus
be borne in mind that before the Delegates were met it was
understood through the mediators that the other terms were
acceptable. Thus in rejecting the terms "in toto" the whole
question was reopened, The question of the Police is a point of principle and involves on the strikers' side the question
of their power to insist on reinstatement, irrespective of
the rights of government, and on the Councils' side the
responsibility for the Public Safety, and the futility of
relying on a body of newhose duties include that of quelling
an armed riot, but who in reality can be intimidated by threats, Before the Police left they were told that if they stayed at
their duty they would be removed from actual contact with the
strikers on the British Bridge Head, ko. and given full pro-
tection but even this failed to steady them. As regards the
French Police, the French Consul definitely informed them that
if they left they would not be reinstated. The continuity of
the strike has necessitated other arrangements being put in
train, and the necessity for such action must be considered in
discussion of reinstatement.
On 25th inst. Mr Eugene Shen, Director of the Air Admin- istration, kindly came forward with the desire to remove the deadlock, and after several conversations, during the period
