The Rev. Mr. Tofes: Would it not be better to have
passes for all; to discriminate between Chinese and foreigners
would create bad feeling between Chinese and foreigners.
H.B.M. Consul-General: Passes will only be required
to be shown after 9 p.m.
The Rev. Mr Tope: That is not made very clear in the
police regulations.
H.B.M. Congul-General referred the rev, gentleman to
Rule No. 2 of the Police Permit Regulations which stated:
"After gates are closed entrance by gates or by land-
ing steps is prohibited except to those in possession
of passes".
Rule 14 of the Traffic Regulations also made this quite
clear. This Regulation stated:
"After 9 p.m. none but foreign residents and visitors
are allowed to enter or leave Shameen without the
Police permit. Others when employed by and accompa-
nying the above will be allowed to pass".
The fact had not to be forgotten that in the strict
sense of the work the Island is not public. It was leased
to the British and French Governmenta, and as such it was the
private property of these two Governments. It was not a
public place where everyone had the right to come and go. It was for the Council to make regulations to regulate traffic
on shameen.
The Chairman of the Municipal Council, referring to Rule 7 and Rule 15, said that people having business on the 8hameen could land and go to their place of business by the shortest route.
Mr. Taylor asked what about people having business at certain foreign wharges down the river.
