Our new assessment professes to put the proper
value on property as in home countries, and on this figure
we pay as rates some 4 per cent, as opposed to 15 shillings
in the £ at Home. In Shanghai, I understand, they pay some
11 or 13 per cent.; Tientsin 11 per cent. Resolution 2
(b) will cost you an extra 1.25 or one-thirteenth increase
on your present rates for this year when the capital cost
will have been met. Under this head there would be a rise
of about 1/6th and under capital a rise of 1/7th. Next
year the increase will be well under the ith rise. You
will no doubt remember that half the expenditure this year
will be an asset to the Lunicipality. Resolution 1 (a)
will cause a rise this year of 1/13th. Resolution 2 (c)

Having considered the matter in the foregoing light
the Council thought it desirable that measures which would
