Traffic and Police Regulations.
The Council considered it to be its duty to ameliorate this, and searched for means to improve matters. Several means wore B'ggested and during the deliberatione, which naturally took the shape on the first instance of reviewing the Chinese police regulations, the police, acting with increased deli- gence, brought into force certain old-established customs which had lain dormant. This resulted in a storm of protest from the more radical Chinese newB- papera, Py the good offices of P.M. Consul General and the Chinese General Chamber of Commerce reason was restored on its being explained that authentic traffic regulations were in course of preparation and would be published in due course. The Chinese General Chamber of Commerce kindly consented to translate these so that our friends might see that there was no wish either to restrict unreasonably the movement a of our Chinese neighbours or to hurt their susceptibilities. The regulations have now been compiled and translated. We hope that those concerned will allow them a fair trial as to whether the amenities of hameen are im- proved thereby or not. Copies have been circulated to ratepayers but in case these have not been studied in full in the short time available I venture to touch on them as regards the more important items, namely: the status of hameen (rule 1); division of roade for various services (rule 8, 9, 10); rights of landing and using Shameen as a thoroughfare (rules 7, 15); the use of the Bund as a promenade (rule 6); and the control
