The Rev. Mr. Tames: Would it not be better to have
passea for all; to discriminate between Chinese and foreigners

The Rev. r Tope: That is not made very clear in the
police regulations.
H.E.. Consul-General referred the rev. gentleman to
Rule No. 2 of the Police Permit Regulations which stated:
"After gates are closed entrance by gates or by land-

Rule 14 of the Traffic Regulations also made this quite
