This recent outrage, viewed apart from the preven-
tion of the commission of isolated anarchical acts, sug-
gests that had such control been in existence it is pro-
bable that the assassin could have been arrested before
he jumped into the water and suffered the justice of the
Pearl River. It cannot be gainsaid that every unpunished
crime is the breeding ground of many other crimes, while
rapid and condign punishment is the best deterrent factor.
In connection with this case I should like to mention our
appreciation of the assistance afforded by our fellow re-
sidents in Shameen and the prompt and efficient handling
of the matter where it came into the realm of the Kwang-
tung Police. I also desire to mention the steadiness of
the Chinese servants in the Hotel who continued their
duties although two of then were wounded by the bomb. I
trust that this remark will reach them and show that we
appreciate what they did.
As an alternative to an enlarged Police Force
in Resolution 2 (b) there remains the expedient of utilis-
ing mechanical instead of man power and capital instead
of recurrent expenditure. To control the gates is easy,
but to control what I may call the coast line is difficult.
The obvious remedy is to establish a fence, The Council
have considered this matter and find the most economical
