None of these questions have been solely raised on account of the recent outrage at the Victoria Hotel, though that occurren- ce may to some extent have accelerated the consideration of
these subjects.

This includes the subject of the regulations which I will deal with together, Reference to the minutes of the Council of Wednesday, 30th April, would show that this matter
was raised as far back as that date. It arose in this way: Numerous complaints were received, none the less cogent be- cause they were made verbally and personally, as to the crowd- ed state of the Central Avenue and the increasing non-obser- vance of the ancient and time-honoured practive of reserving to the 571 residents, the only promenade available, namely the Front Fund. In the latter case the swarms of sampans both embarking and disembarking numbers of passen- gers had gradually led to the passage for motor boats already narrowed by the silt effected by causes out of the control of the Council-becoming no congested that not only was inconve-
nience caused but it was even dangerous to hulls.

took the shape on the first instance of reviewing the Chinese
