None of these questions have been solely raised on account of the recent outrage at the Victoria Hotel, though that occurrence may to some extent have accelerated the consideration of these subjects.

This includes the subject of the regulations which I will deal with together. Reference to the minutes of the Council of Wednesday, 30th April, would show that this matter was raised as far back as that date. It arose in this way: Numerous complaints were received, none the less cogent because they were made verbally and personally, as to the crowded state of the Central Avenue and the increasing non-observance of the ancient and time-honoured practice of reserving to the residents, the only promenade available, namely the Front Bund. The landing steps had increasingly become crowded with all sorts and conditions landing from sampans and embarking thereon. In the case of the Central Avenue the pedestrians were pushed aside by not only the loads of silk, silver, building and other material, but also by numerous bicycles. These are becoming increasingly popular for business purposes, partly owing to the slowness of the telephone system and partly owing to the messenger system. In the latter case, the swarms of sampans both embarking and disembarking numbers of passengers had gradually led to the passage for motor boats already narrowed by the silt effected by causes out of the control of the Council—becoming so congested that not only was inconvenience caused but it was even dangerous to hulls.

The Council considered it to be its duty to ameliorate this, and searched for means to improve matters. Several means were suggested and during the deliberations, which naturally took the shape on the first instance of reviewing the Chinese police regulations, the police, acting with increased diligence, brought into force certain old-established customs which
