but en bloc. They were very carefully drafted by the Council,

and their wording, I think, affords no ground for controversy and should make it clear that the sole aim in presenting them

for the approval of the ratepayers is to provide, as their name implies, for the regulation of traffic on Shameen, a traffic which has of late years become increasingly heavy and

difficult to handle. This method of taking them en bloc will

also save the meeting a considerable amount of time which can be more usefully devoted to the consideration of the remaining resolutions. The Police Permit Regulations are supplementary

to the Traffic Regulations and must be taken in conjunction

with them.

Preparations had already been made some time ago for calling a meeting of rate-payers to discuss these traffic re-

gulations. At the same time the point had also been borne in mind that the police of Shameen, already more or less inade-

quate, would be totally insufficient to meet the extra call

entailed on them by these new regulations. The recent lamen-

table occurrence on Shameen hastened the consideration of

strengthening the police force; and with this object in view

several alternative schemes have been prepared and are to be

put before you to-day in order to voice, as far as possible,

the views of different sections of the community and to afford

an opportunity for a thorough discussion. It is for the rate-

payers, who will have to find the funda for financing one or

the other of these achemes, to decide which shall be adopted,

or if none are considered entirely satisfactory, to put forward

such amendments as may be necessary to produce one which is

acceptable to the community as a whole.

It is clear that no scheme can be carried through

successfully without the cooperation of the Consul for France and of the French Municipal Council, and I am glad to say that in this matter we are assured of their cordial support. The proposed new traffic regulations and the police permit regula-
