I have the honour to inform you that on infor- mation being received from informers that at Haien vill- age, and Pingshan and Kupao bandits were collecting, on the 25th and 29th September I despatched Colonel Li Chan-peng and Captain Li Lin to go to those places and surround and capture them. Colonel Li caught Li Jung and 13 others at, sieh village, while Captain Li caught the notorious bandits Kuo Ming Huang Kuel ye and uang keel- sheng at Fingshan and Kupao. The local militia leader and the natives stated that Kuo Ming is a well-known local robber, and his capture is a good thing for the district. These three places adjoin Shekpik where there are fre- quently piracies of the passenger boats passing. WOW these men have been captured the pirates will keep in the background for a time.

Troops will be sent at intervals, and in the mean time I have the honour to report as above.
