As reported in my despatch No.161 of

September 29th, the pirates appear, under the pres- sure of General Li's operations, to be taking refuge in tiongkong and Macao, but, as regards the former, satisfactory arrangements have been made between General Li's representatives and the

Hongkong Police. As regards the latter, His Excellency the Governor has addressed the Governor

of Macao, requesting his cooperation in the matter

of pirates taking refuge there. I enclose copy of

his letter, which His Excellency communicated to

me (enclosure 3).

I also have the honour to enclose copy of

the report for September on piracy and anti-piracy operations, addressed by the Senior Naval Officer

of the West River to the Commodore at Hongkong.
