I have the honour to report that General Li Fook

Lum's representative informed me that owing to the anti-

pirate operations in the Mahning and adjacent areas, the

piratifal ganga have scattered and that he has information

to the effect that many of the worst offenders are taking

refuge in Hongkong and Macau territory until such time as

they may consider it safe to resume their activities.

2. The General wished to get into touch with the Hong-

kong Police authorities with a view to combined action

against any such persons as could be traced in liongkong ter-

ritoty, and as I was proceeding to Hongkong on the 22nd September I offered to arrange an interview between his re-

presentative and the Captain Superintendent of Police. This

took place this morning and satisfactory arrangements were

made for the General's detectives to proceed to Hongkong

and co-operate with the Hongkong police.

There remains however the other, and probably more

important loophole of escape, Macau. The General is ap-

praaching the Portuguese authorities but I do not think he

is equally confident of obtaining co-operation in that di-

rection, one reason probably being that he is not so

much in touch with the Portuguese as with the British.

3. It is submitted that his Excellency, the Governor

should be approached and asked to communicate with the

Governor of Macau informing him of the situation and in-

viting him to contribute to the anti-pirate campaign by

similar co-operation between the Macau Police and General

Li Pook lum's detectives. As the Portuguese authorities

have more than once approached His Excellency on the Commodore,

Hong Kong.
