With reference to coopera-
tion for piracy suppression in the
Delta, I have the honour to forward
herewith cony of a letter addressed
by Commander Maxwell-Scott, whone
ship is at present in Hongkong, to
the Commodore. General L1 Pu-lin's
representative came to see me on
September 26th, on his return from
Hongkong, and informed me that 35-
tisfactory arrangements had been made
concerning action against pirates
taking refuge in the Colony.
Further trouble in now
threatened in the vicinity of Kong-
moon. The Commissioner of Customs
at that port, Mr. Hilliard, informs
me that the General stationed there
is Leung Hung-kai, commanding of the
first Cantonese Division, which is
badly trained and largely composed
of pirates and ex-pirates. He is
virtually independent and recently
has forcibly removed the lead of the
His Majesty's Minister,
Peking.
