general supervising authority regarding the scope and

character of all works forming part of the scheme of

development, whether constructed by the Government or

by private parties. In the absence of an independent

technical authority of this kind it appears to us that

the execution of the scheme is likely to suffer from

lack of co-ordination and system.

With regard to the conditions under which

future wharves will be built referred to in paragraph

7 of the Governor's despatch, we see no objection to the adoption of alternative 'C' which provides for the

wharves being constructed by private companies under the supervision of the Government subject to the condition that the design, specification, contractors selected for

the work and methods of construction should be

approved by the Government.
