showing what development may be and what may not be

permitted could be laid down There ought not then to

be any very great difficulty in getting applicants to

fall into line. This has already been done in the case

of the (apparently 111 advised) North Point scheme

already discussed in this minute, and it will be seen

from paragraph 5 of 36761 that Butterfield and Swires

have made tentative enquiries in regard to a scheme

which will form part of the Hung Hom Bay project.

have to acknowledge the receipt of your

letter No. 36761 dated 20th August and accompanying

copies of despatches Nos. 279 and 282 from the

Governor of Hongkong regarding the development of

the Harbour in the Colony.

2. In accordance with your instructions we

have paid to Messrs Coode, Fitsmaurice, Wilson and

Mitchell the sum of £570, being the difference

between the amounts already paid them in respect of

professional services and the portion which is to be

merged in future charges.

3. We have also referred to them for their

recommendations the questions relating to the

foundation of the Quay Wall and North Point dealt

with in Despatch No. 279.

As regards the proposals for the development

of the harbour outlined in despatch No. 282 on which

you ask for our observations, we may state that

while we agree that the technical assistance of the

Consulting Engineers is probably unnecessary in the

case of some of the works in contemplation, we

consider nevertheless that they should have a
