11. In Kay a further despatch was received
from the Governor enclosing letters from the
Jommodore, Hang Kang, and the senior Naval Officer,
West River expressing the view that in order to
permit the abolition of the convoy system on the
Hon Bon Kongma and the Hong Kong - Canton

which should also be replaced when practicable by

12. The Governor concurred in this recommendation
