appeared to me however that such a proceeding would perhaps be unsafe as a proper examination of such passengers would not be possible, and undesirables might enter the ship and the Colony, the consequences of which could not be fore seen with certainty.

7. A report on the subject of the embarkstion of passengers at Canton and subsequent telegrams and correspondence are enclosed and it would appear that the undesirability of such a proceeding was unquestionable.

However the matter was deciddy due to the fact that Chinese were not allowed to approach the ship by the Chinese Authorities at Canton and feared to board her, in spite of notices issued later that a limited number of passengers would be embarked.

8. In view of tube therefore the Goverment expressed the opinion that they had no further use for running the vessel and requested me to take over the S.S. "UNG ON".
