HOTHON. I despatched H.M.S."Toxglove" to Hoihow

on 16th July as reported in paragraph 25 of my letter quoted above, and a copy of the report of the Commanding Officer, H.M.S. "Torg love" is enclosed.

The situation since the visit of British Men of War

seems to have greatly improved and I propose to continue

these occasional visits when circumstances admit. This song

particularly desirable in view of the fact that the French who

are protecting British interests at Pakkoi maintain a Gunboat there, and the British Consul at Kiungohow is protecting

French interests.

It is not proposed that arrangements be made to keep

a merchant vessel at Hoihow in view of the season of the year,

the bad anchorage and inadequate facilities.

U.S.5. "Ashville" did not visit Hoihow as was

anticipated in paragraph 26 of ➡ letter quoted.

WUCHOM. The situation at Nuchów has been obsoU ZE

was some time owing to lack of news and on 23rd July the Senior

Naval Officer, West River, reported that Fuchow has been

evacuated as the boycott was so intense as to present any

foreigners obtaining food, and it was not possible to supply

this through Canton. The Consul General | at Canton

accordingly directed foreigners to leave Wuchow for this

reason.

It was represented to me by the Manager of the

Asiatic Petroleum Company at Hong Kong, Er.W.H.Bell, that the Company has very valuable floating plant and equipment at Wuchow and a large stock of oil fuel on shore which could

easily be removed and which if left would fall into Chinese

hands. He offered to place the 1.P.0. Motor Lighter "Tung Kwong" at my disposal and supply fuel and oil for the

same,
