hampoa Forts to bar the passage required serious consideration,more especially when viewed in the light of the several demands made by

the Canton Government.

deports received from the Senior Naval Officer, West Aver, on 7th July, and further reports from shipping passing to and fro indicated military activity in the Outer Defences at Boca Tigris and it was deemed expedient to despatch the Armed Leunch "WING LEX" to Canton to reconnoitre the liver.

A summary of the reports received was given in my telegrams Nos, 818 and 831. Since these reports nothing further of intereaf indicating preparatory work has been observed by 8.9."TUNG |OM" proceeding to and from Canton, except that a larger number of

guards were observed in the watch towers. Any further information will be dulỹ reported, and the problem has been considered in conjunction with the Military at Hongkong.

There is no doubt that the jussian ship observed was unloading arms and that the Chinese Gunboats came dom to protect her during the operation. A further report received through the Japanese Consul General at Vladivostock states that 8.8."ASTRANKAN" | left Vladivostook for Shanghai and Kwangtung with rifles and

ammunition on 30th June and it is probable that this was the vessel

observed.
