on Chinese goverment's note (which was addressed to representatives of signatories of Washington Treaty)
with our suggestions as to reply.
Chinese government addressed another note yesterday
to all heads of legations putting forward thirteen points already submitted to our delegation at Shanghai.
Senior Minister is informing Minister for Foreign
Affairs verbally that we are astonished at receiving
such a communication and that we are not prepared to
discuss any extraneous demands until Shanghai incident
itself is settled (see first paragraph of my telegram
No.142.)
