My telegram 19th June. Jecretary of State for Foreign Affairs telegraphed on June 23rd to the British representa, tive Peking instructing him to express to Peking Goverment pain and surorise of His Majesty's Government at the supine attitude of Peking Government towards anti-British agitatione British Government had always been animated by friendly feelings towards Chinese provisional Government, AS TAI evidenced by the fact that it was they who inspired the declaration of last December (see my despatch 16th December Dominions 578 Secret ) which contained a premise of conditional support on the understanding that the provision Government would faithfully fulfil its treaty obligations. His kajesty's Government were anxious to give ormation? effect to the policy therein adumbrated, especially in re- gard to the early fulfilment of the engsements entered into at the abhington Conference, But it was im ossible to taks steps towardsthis omi while an agitation fraught with danger to British lives and British property was proceeding with imunity over the greater part of China. In particular dis kajesty's Goverment failed to see how they could give affect to their desire to help the Chinese people so long as the Government which represented them was one which not verely did nothing to stop the a,itations but even condoned and subsidised them, his Lajesty's Government felt that th sympathetic attitude that they had consistently adopted towards Chinese national uanitations entitled them to expect that the Chinese Loverment would take immediate and effective staɔs to restore that atmosphere of calm, IR
