PARAPHRASE TELEGRAM from the Governor of Hong Kong to the
Secretary of State for the Colonies.

H..S. Hernes. There have been
many incidents on the frontier during the last six weeka during which Police Launch, European Police Sergeants and detachments of Indian troops on the march have been fired at, The fire was returned and it is known that in one case two of the strike picket were killed, while in another fire were accounted for. In these circum- stances I have arranged with Naval Commander-in-Chief for the regular patrolling of the frontier by aeroplanes and I attach the greatest importance to this arrangement. The withdrawal of H.L.S.Hermes at this juncture would be extremely undesirable and in this I am supported by Naval Commander-in-Chief who has expressed his concurrence in her retention. I have also consulted His Lajesty's Consul General Canton who agrees that the presence of the Hermes would serve as a valuable deterent to irreconcilable element at Canton.
