The books required were not decided in time to include them in the Estimates.

The old safe was found to be unsatisfactory and it was urgently necessary to replace it.

The increasing number of prisoners necessi- tated extensions to Lai Chi Kok Branch Prison. Improvements were also needed to the older portions.

This was provided for in 1923 but was not paid during that year.

Excess due to the formation of extra classes at the Technical Institute.

exceeded, chiefly owing to increase in $2500 prices of stores and cost of labour. $5000 (c) This was provided for in 1923 but was $170 not in time for that year's accounts. $2000 (e) Vote underestimated owing to many recruits having to be returned to England.
