Existing circumstances have made the task. of drawing up these Estimates one of exceptional difficult, and I lust therefore crave your indulgence if they appear to be unsatisfactory and if my comments on then seen somewhat vague and nebulous.

An Estimate of Revenue is necessarily at any time a rather uncertain thing; it is at best, an expression of a belief or en aspiration. In the present case I canuc claim that it is anything more then a guest whether good guess or a bad ono vo cannot hope to tell until lour after I have left the Colony. But before discussing thie point further I will deal with some of Lie figures of th last two years in order to give a clearer view of the situation.
When the Estimates of Revenue and Expenditure for the year 1924 were revised on the basis of the actu 1 figures for the first six months of that year it was anticipated that we should have to meet from our accumulated balances a deficit of $2,217,000 and that our balance of

assets on the 31st December, 1924, would therefore bo reduced to $13,750,000. The total revenue for the year 19240- amounted to $24,209,540, being $2,639,706 more than the original estimate and some three lacs more than the revisa estimate. There were increases under all heads, compered with the preceding year, with the exception of the Railway and Land Sales. The total appenditure brought to account amounted to $26,725,428 which was $1,801,761 more than the
