I have the honour to saknowledge the receipt of Sir R.A.Stabbe' despatch No.402 of the 20th October 1926, on the subject of certain queries raised by the Directer of Colonialžudis, regarding Expenditure Credits in the Appropriation Aesount for the year 1923.
2. The sovented secounting procedure with regard to Expenditure Credits is clearly laid down in the letter of the 8th Novmber 1918 from the Mreator of Colonial Audit to the deditor of Fiji, a sony of which ma oma la sed in the Reformes Sheet Ma.3/1923 dated the 21st November 1924, mentioned in Sigh..Ztakks' desnatah, I am advised that there is no reason for admitting any spesial sx04p- tion to this prosedure in the case of Hong Kong, more omecially as the Director of Colonial Audit has had occasion in the set to draw attention to the fact that the inclusion of expenditure oredits in the Colory's accounts has had the effect of concealing considerable devounts of unauthorised exenditure in the zocount. In this connection I would invite your attention to paragraph B of the report of the Director of Colonial Audit on the Ascount for the year ended the Stat Deambar 1922, a cory of which was melosed in the Duke of Devensħire's dempatch No.354 of the 13th December 1923.
